Bio for

David L. Pope

David L. Pope was appointed Chief Engineer of the Division of Water
Resources, Kansas Department of Agriculture, on March 1, 1983.

Mr. Pope was raised on a farm near Loyal, Oklahoma. He holds BS and
MS Degrees in Agricultural Engineering from Oklahoma State University where
he specialized in water resources and irrigation engineering. He is a
licensed professional engineer in the State of Kansas. Prior to becoming
Chief Engineer, he was Assistant Chief Engineer for five years with the
Division of Water Resources. He was Manager of the Southwest Kansas
Groundwater Management District No. 3 in Garden City from 1976 to 1978 and
was an Extension Irrigation Engineer for the Cooperative Extension Services
in Manhattan and Garden City from 1971 to 1976.

In his capacity as Chief Engineer, Mr. Pope is responsible for the
administration of a series of laws related to the conservation, management,
use and control of water and watercourses in Kansas. He also represents the
State of Kansas on all four of the State's interstate river compacts and is
the State Director for the Missouri River Basin Association. He also serves
as an Ex Officio Member on the Kansas Water Authority. He is a member of
the State Conservation Commission and the Kansas Geographic Information
System Policy Board.

Mr. Pope is also a member of various other water related
organizations including the Association of Western State Engineers and the
Association of State Dam Safety Officials. He is also a member of the
Kansas Society of Professional Engineers, National Society of Professional
Engineers and the American Society of Agricultural Engineers.
